SeaPort-Enhanced

SeaPort-e is the Navy’s electronic platform for acquiring support services in 22 functional areas including Engineering, Financial Management, and Program Management. The Navy Systems Commands (NAVSEA, NAVAIR, SPAWAR, NAVFAC, and NAVSUP), the Office of Naval Research, the United States Marine Corps, and the Defense Threat Reduction Agency (DTRA) compete their service requirements amongst 1800+ SeaPort-e IDIQ multiple award contract holders. The SeaPort-e portal provides a standardized, efficient means of soliciting offers from amongst the diverse population of large and small businesses and their approved team members. All task orders are competitively solicited, awarded and managed using the SeaPort-e platform. Since nearly 85% of its contract-holders are small businesses, the SeaPort-e approach to acquiring services provides opportunity that fuels the Nation’s engine of job growth.

Quality Assurance Program

Quality Assurance (QA) Support

Project Quality Management will start in the Define stage by conducting a project quality review and creating a Project Quality Plan based on COV ITRM Project Management Guideline CPM 110-03. Processes critical to the Quality Management System include Quality Planning (QP), Quality Assurance (QA) and Quality Control (QC).

Quality Planning

We will identify the quality standards that are relevant to the project and the necessary methods and procedures satisfy them. Team C-STRAT will also identify and define appropriate quality metrics and measures for standards for project processes, product functionality, regulatory compliance requirements, project deliverables, project management performance, documentation, testing, etc.  The resulting Quality Management Plan will identify the acceptance criteria for project deliverables and product performance.  Specific planning elements include:

We will identify and define those actions, and the metrics to measure them, that provide the confidence that project quality is in fact being met and has been achieved. These actions will be clearly correlated to the quality standards defined in the planning section of this document.  Two supporting QA tasks are:

We will identify those monitoring and controlling actions that will be conducted to control quality throughout the project’s life. Define how it will be determined that quality standards comply with the defined standards outlined earlier in this document. Identify owners of ongoing monitoring and improvement of project processes
